If one vacuums the ac line, does the existing r134 get vacuumed out as well?

Almost any liquid or gas in the system will be removed, so it will come out. It's illegal to release R-134a into the atmosphere, even though it's harmless to the ozone layer, so don't vacuum it out with a vacuum pump. It's an extreme greenhouse gas, something like 1400x more potent than CO2 if I remember right. Have a shop recover what's in your system if you plan on doing work on it if it's charged.
