Akebono Brakes Squealing

Hi all. I have a 2016 Subaru Crosstrek with about 65,000 miles on it. I noticed a bit of a squeal with the original brake pads a couple months ago, so based on Scotty's recommendation and that of several Subaru forums, I bought and installed a set of Akebono ProActs both front and rear. I followed a bedding in procedure of ~60-10mph stops, about 8-10 sets. Seemed good for a while, then the squealing started. I sounds like its coming from the front wheels. It comes and goes, but mostly under light to moderate braking pressure. I tried cleaning all 4 corners with brake clean, and it was good for a while again. Then the squealing started again. Hard braking seems fine, but still under light braking. So I decided to get another set of front pads, clean everything relate all contact points, caliper pins, and pay extra attention to how the squealer tabs tuck inside of the caliper clips. Did the same bed in procedure. All seemed good for a couple days, but the squeal is back. I'm at a loss. Original factory rotors, I used a brake hone and a drill to do a quick resurface, and they still measured at just under 24mm. My next ideas are to chamfer the lower edges of the pads with a grinder, rebuild the calipers, or to try new rotors. I'd appreciate any thoughts.
