I am going to be a DIYer yet. I am from Oman and the tools are quite expensive here. I would like to know the best time of the year to buy tools in US from online stores which has the best offers.
Just basic tools are priced about the same year round. Of course around Christmas there are some sales, but the basic stuff doesn't change much.
And Father's day
With shipping, they’ll probably end up costing more than buying locally.

How much does a similar kit, cost at your local hardware store?
I have bought few of the tools here and there at cheap prices at hypermarkets. But local shops overcharges them. I am going to buy breaker bar and torque wrenches from Amazon or other places from US, shipping charges are quite low.
