Where can you get the best prices on new tires?
Separate question, can you mix all season and summer tires? I'm assuming not, but just curious.
First, decide what tires you need/want: size, rating, manufacturer, … the whole spec. https://www.tirerack.com/content/tirerack/desktop/en/homepage.html is a good place to see what’s available, what will fit your chariot best, relative pricing. Stick to this, … no substitute!
Next, shop around: … local tire shops, larger dispensary, … even a local dealers parts departments. (Note: Don’t be shy to, say, … if, for example, you still drive that olden Yugo, to check a Honda or Toyota, or GM dealer tire shops for tires that will fit your Yugo. Tire’s are tires!)
In the end, … just order your tires from the place that offers you the best price - all costs in ( tires, valves, balance, installation, disposal of old tires).

As long as they aren't made in china, pretty much any tires will do.
To answer your separate question, no if your vehicle is all wheel drive.
If it's front or rear drive only, you can use different tires for the front and back.
Decent budget tires are "Douglas" brand at WalMart, made by Goodyear.

I like Kelly Tires, personally. They're bottom shelf Goodyear tires that are made in USA. I've had a set of Kelly All Seasons on my old HHR and currently have a set of Kelly Edge All-Terrains on my 4×4 Ranger Off-Road. Tire Discounters actually price matched a sale at a Goodyear store on those, even though they had to ship the tires to my store.
Shop around and find what you want, Discount Tire is pretty good for prices. In the event you find your tire cheaper somewhere else, they'll match the price to earn your business. Tire Discounters is hit or miss for thqt. Discoubt Tire is going to put four brand new Hankook thin white-wall tires on my 1979 Pontiac Catalina for $395, price matched to Sam's Club.
