BMW steering wheel centering

I have a 2018 BMW 320i 6-speed manual without the sport package.  From when the car was new, the steering wheel has always been offset, even on flat roads.  Car drives straight but wheel just sits about 10 degrees off to left, not a big deal just kind of odd.  Took back to two different BMW dealers and they said alignment is perfect.  Finally took to an independent BMW mechanic and they told me I need a special shim kit to make the steering wheel perfectly centered.  This is my second BMW and the first to have this issue, is this normal?

I have the second guy fix it if you want to fix it they are adjustable the BMW dealers just too lazy to actually do the work which is typical for them they want to make fast money and if they don't feel like fixing anything they say oh that's normally nothing wrong with it which of course is a line of Bologna
