Scotty, I have an 04 Silverado 2500hd that needs a new brake line from the abs module to the rear axle. I’ve heard I can block the brake pedal halfway down and I won’t lose any fluid while line is off. Is this accurate?

you're going to have to bleed it no matter what you do

 The new brake line is full of air. You must bleed the brakes, no matter what you do. Holding the pedal down will probably just cause it to leak out quicker. Not leaving the pedal down forms a vacuum as brake fluid seeps out, preventing it from leaking fast. Try sucking soda with a straw, then holding it with your finger while taking it out of the glass. The air trapped side doesn’t move, otherwise a vaccum forms. Release the pressure on the other end, and the straw immediately empties onto the table.

Downstream of the ABS module may not require the use of a scan tool, but you can't avoid bleeding brakes.
