Buying a car for my 22yr old college student

My son lives in Buffalo NY, he attends college, he lives off campus his apartment  is about a 5min car ride or a 20min walk.  He wants a car so he can work a part time job I said fine I'll  buy you a car but it has to be a Honda or a Toyota and it must be new cause I don't want to deal with possible repairs. It has to be under 25,000.00 that way I can keep  the payments  under 450 a month now my question  is under  those parameters what car would you recommend  I was thinking  a 2023 Toyota  corrola or a Honda HRV he needs something  compact cheap on maintenance  and cheap on insurance by the way he's paying that.  Does those cars sound ok or do I need to consider  other cars.  Please help me decide

Honda HRV, Toyota Corolla Cross, Honda Civic, or Toyota Corolla.

You can't go wrong with a Honda Civic. The Sport trim with the 2.0-liter motor would be the best version and it's $25,000. A bit expensive for a Civic, but that's the reality these days.

They sound good but don't forget about the Civic

You really shouldn't have any problems if you buy a Toyota that is a few years old

If you want to keep it under $25k out the door price then it's going to be the base trim Corolla or depending on where you live as far as taxes etc. maybe base trim Corolla Cross too; the Civic will definitely go over $25k after taxes, title, registration.

Excellent choice, the Corolla Hybrid with the 1.8L can take powertrain abuse, has only 120-something horsepower, is reliable and has all of the latest safety features.

Just be sure to get full insurance coverage.
