Good morning people, my wife bought a 2003 toyota camry SE with 2.4 engine. The car takes long to start and when starts it do a buzzing noise when idling and driving. I notice the noise comes from the front part of engine. What could be?
What could be?
It could be hundreds of things. You need to narrow it down more.
Sounds a lot like a failing fuel pump.

check for exhaust leaks
Didn't these issues show up during the pre-purchase inspection? What is the mileage? (You're starting out with a 23-year-old car. How much longer do you realistically expect it to last?)
These issues can be caused by a lot of things. Check the usual suspects that can cause hard starting. (Fuel pressure, spark plugs, filters, etc.) Perform a diagnostic scan for codes and live data.
You can use a mechanic's stethoscope to help find the source of the noise. There's a good chance it's a belt-driven pulley or accessory, so check those. If possible record a video demonstrating the noise and upload to youtube, posting the link here.
