- If vehicle is used but at a U.S. dealership does it already meet US specifications and is safe to buy? Warranty if irrelevant unless there’s a recall? Is it covered?

By Canadian vehicle do you mean it was built in Canada? In that case it's not a Canadian vehicle; it's just the place it was manufactured for sale in the US. Honda has manufacturing plant in Canada for example.
