what is the best Cargo van too buy, mid size, like ford Econoline,Chevy Express,etc.?

Those are full-size vans. You'll have to tell us more about your budget and needs.
First of all there is no more E-series after 2014. The Express/Savana only comes in 3/4 or 1 ton. 1/2 ton is discontinued. Aside from a few issues, they were a reliable albeit aged and stripped down platforms. They were built on solid truck frames with good ground clearance.
If you want height and a low floor for the city, then the options are Ford Transit or Merc/Dodge Sprinters. Nothing from GM yet.
