Scotty, replaced catalytic converter a year ago. check engine light on again mechanic says catalytic converter failed again.... huh
could something be wrong with the engine?

Have you noticed any oil burning? Oil being pushed through the catalytic converter will shorten its life span dramatically.
I agree with Mod_Man but I do have one question for you:
Was the cat used or new?
And before changing the cat again, erase the code and do the following:
1- Use higher octane oil, sometimes the code goes away.
2- Make sure that the O2 sensors are working properly (before and after cat).
3- Check the back pressure of the cat to see if it is clogged or not.
4- Remove the cat and clean it with detergent (Check the video scotty made).
