I have a 2019 honda civic 2.0 liter cvt with 19,600 miles on the odometer. I live in california and the temperature ranges from 32 to 60 degrees during the winter. Is it necessary to check the coolant before winter on a 1 year old car or no?

You should check a level from time to time, … check for leaks, but there is no reason for checking for concentration - freeze protection. Factory fill is 50/50 ethylene glycol / distilled water and good for perhaps 6 to 8 years of service.

Considering that it takes about 20 seconds to do, I would say that it's a very worthwhile time investment.
