Cold Start issue

I have a 2002 vw jetta 1.8 T with a manual transmission. The car has 200,000 miles. Cars has been working great. This past december 2023 the car wouldn't start when the weather was cold. It would crank but not start. I used starter fluid and the car started sputter a little as it warmed up it ran great. For the rest of the day no starting issues. No trouble codes. I changed the temp sensor cleaned the throttle body and installed a new sensor on it, new MAF and its sensor. It still won't start when the weather is cold. Supposedly this model doesn't have a cold start fuel injector.  I have taken it to two mechanics and they couldn't figure it out. Any help would be greatly appreciated.
