My dad was parked at an airport parking garage and now there is concrete on his roof. It’s like more of a liquid concrete but it still hardened. Any advice on how to get it off? it also isn’t that much and we got some off with a pressure washer but still keeping good distance from the paint.

Well I would but we got it off. Used white vinegar and Luke warm water
Unfortunately, the acid content of concrete while it's curing is high enough to etch your paint like bird droppings or eggs, only worse. Only way I've removed it is mechanically (sanding) and repaint.
What concrete is a stinker you should always wipe it off as fast as you can but if it happened at an airport when the car sitting in the sun you're kind of screwed. To really get rid of concrete stuff you got to use acid and it might ruin your paint so you might try some goo be gone and let it soak overnight and pray that can loosen it
White vinegar itself is an acid and is used, among other things, to etch galvanized metal gutters before painting. Keep an eye on your paint.
