Hello, so I have a 2000 Honda Accord se 150k miles and recently whenever I cold start the car it runs fine but after driving for a while and then sitting for an hour, the car seems to have a little difficulty and takes a few seconds to crank. I recently changed the spark plugs as they were worn out any suggestions?

Try some fuel injector additives.

Partially clogged injectors will allow fuel to enter the cylinder after shutting off the car, thereby creating an overly rich mixture and difficulty re=starting. Follow @yaser's advice and consider getting those injectors pressure cleaned or replaced. After all, they are 22 years old.
