Emission test failed

Hi I have a 1994 Toyota pickup 4 cylinder 5 speed manual under 150k miles, which I only use maybe once a week and I took it to get an emission test and it failed even after a tune-up could it be because I don’t drive it much ? I was told it could be the catalytic converter.

Clarification: What specifically did it fail?  Be as detailed as you can.

Was only told it failed the smog test , after tuned-up it failed again but only by a few “points” they said. the truck runs strong

Well I'd say try this put in an entire tank of shell super unleaded gas and then drive at least a hundred miles on highway speeds that can often clean them out and then they'll pass since you don't use it much that will help get rid of the carbon

Give it the Italian tune up and blow out the carbon.
