I put a low mileage engine in my 4runner and I have got everything connected. However, I am having issues with starting due to flooding. It seems there is too much fuel going into the cylinders. The truck will fire a few times and attempt to get going, but then the fuel just comes in full blast and floods out the engine. What could be causing this? Also, how long should I wait for the fuel to evaporate before trying to start again, especially with a fairly large amount of fuel sitting in the cylinders?

You probably have one or more fuel injectors stuck in the open position.  Try to clean or replace them.
