Good morning, Scotty!
Please help! I recently bought a 2013 Ford F-150 STX 99,000 miles with the 3.7 liter V6 and 6 speed automatic transmission. My tailgate won’t lock, I’ve tried with the two keys I have been provided with, still won’t lock. Do I need to program the tailgate to lock through the dealer or would using a locksmith work?

I would go to a Locksmith.
