Are you pumping the accelerator pedal to prime the carburetor?
A 1993 Ford Ranger doesn't have a carburetor.
It may be flooding out because the fuel injectors are worn out. The engine uses more fuel when it's cold outside, and it leans out as it gets hotter. When it gwts hot and you shut it off, it floods out, because there is now too much fuel to start the engine. At 30 years old, it wouldn't surprise me. Run Scotty's favorite fuel system cleaner in the truck and see what happens, before you go about replacing fuel injectors.
When it does it again, hold the throttle at wide open, if it starts, you definitely have a fuel system problem. They used to make carburetors so they would clear themselves out if you attempted to start the car with a wide open throttle. They did so in order to clear a flooded engine. They simply carried over the functionality to fuel injected vehicles with computers.
