What is the best tool/solution/kit for restoring headlights? Mine aren't too bad but I want to restore before they get really bad.

Headlight restoration kits are only a temporary solution. The headlight needs to be changed if you want your "repair" to last more than a few months. All plastic headlights come with a hard, UV-proof overcoating from the factory. Through time and mileage, the coating wears off and exposes the softer, underlying plastic to UV from the sun. The headlight gradually fades and becomes cloudy over time.
The headlight restoration kit is basically the equivalent of a scratched CD. When the CD is scratched, the buffing compound takes off the outermost layer, temporarily "restoring" the headlight, but it doesn't last.
