Honda civic 2002 heater only works when car goes over 40 mph then when is at idle it gets cold.

Sounds like a clogged heater core that needs flow volume to push it along. Needs a nice flush job done. Or looked for any kinked heater hoses. If original hoses, change them.

Check the Cabin filter also
