I have a 1999 Toyota camry Le 2.2 with 232,000 miles on it. No check engine light is on, it idles up and down off and on i did a tune up plugs, wires, air filter and valve cover gasket because it was leaking oil. How do I make it stop idling up and down?

Check the throttle body too. You did textbook tune up but make sure the throttle body is clean. It can cause lower idle/fluctuation as well. If there’s too much carbon buildup around the valve while idling it might be having issues pulling air through the TB while the valve is shut. Good luck

Look for vacuum leaks (try spraying starter fluid around the intake manifold)
