I have a 1997 Honda Accord lx, 255500 miles, automatic. Ok, using a scan tool the charging voltage is about 12v. I have been told it is the alternator by 3 different mechanics, I have replaced the alternator 3 times the battery twice. I am a novice weekend mechanic, the scan tool says bad alternator and battery test just says "warning". How can I fix or what to say to a mechanic so they will fix it. Have told both mechanics after the first that the alternator and battery have been replaced and been tested to ensure they work, but I have been told it's the "alternator" each time. Help please?

If the vehicle is running, the charging voltage should be 14V, not 12V. This is why they are telling you the alternator is not working correctly.

Are you buying new or remanufactured alternators? Try a brand new one and see what happens.

You could have a burned out fuse, or fusible link, which mean the alternator isn't connected to anything.
