I bought a beater car to work on. A Honda accord 2004 coupe. the brakes grab at very low speeds. 1-5 mph. the ceramic brakes pads are nearly brand new. put on by previous owner. No ABS light on. no contamination on rotors grease, oil or rust. What could it be?

Change your brake fluid and check your calliper pistons for sticking.
