High RPM at idle when cold

Hi, I have a 1999 Hyundai Galloper 2.5 Intercooler turbo diesel with 194000km, manual transmision. And when I start the car in the morning when its completely cold the Rpm goes to 1500, then rises to 2000 or 2100 and after about 7-10 minutes it drops down to 800 and then it works completely normal (its not in gear, and im not touching the gas or anything else). This started a 3 days ago, what is causing this, and what should I look into?  A couple other things that might or might not be relevant, I dont see any leeks, nothing dripping on the ground, oil and coolant levels good no changes there, and the temperature gauge has not been working for at least 4 months I just didnt get around to fixing it since everything else was fine. I usually drive it maybe once or twice a week, but since it started i drove every day to see when it happens, and its only in the morning when its completely cold. Please help.

Well realize the diesels are different than gasoline engines. Vacuum lights don't make them idle high odds are you have some type of fuel injection problem what's throwing too much fueling until it warms up you're going to have to have a diesel expert check that one out for you
