well I use a impact wrench to put them back on if you don't have one what you can do is get a strap wrench to fit around harmonic balancer to hold on to that and then tighten the bolt with the socket and a long extension bar or torque wrench if you want to be perfect

Why was it taken off? You might want to use a sleeve on the balancer shaft to avoid a front seal leak.
Make absolutely sure you key way lines up the the key on the shaft before you try to torque it down.
