I just picked up a new2me vehicle, I assume due to these rhode island salty roads the rotors have completed rusted and need to be replaced, every rotor+brake pad kit I see on amazon only include 2 rotors and 4 brakes, and it has me wondering do I only replace the 2 front rotors? that seems wrong and I think I should replace all 4 rotors and all 4 brakes, let me know thanks.

Don't take this the wrong way but if that's the case you might want to seek help from someone more experienced or, if no one is available to do that, have a shop do the job. Brakes are vital to your safety and those around you on the road. If you look at videos on the Just Rolled In youtube channel you'll see some frightening things people have done when they don't really know how to work on their brakes and other vehicle systems and components.

What kind of car? What kits are you looking at? (By the way, Amazon is not a good place to buy car parts.)
When you say there are "4 brakes" included, do you mean there are 4 brake pads, or 4 sets of brake pads (8 total)? Of course there would be 4 pads in an axle set, which would match up with 2 rotors.
