I have a strange roar coming from the engine bay of my 2013 Scion iQ automatic with 64k miles. It does it mostly at low idle and accelerating. I looked under the hood and found this strange metal pin and I have no idea what it is

The red line is where I found the pin. Passenger side toward the firewall

i was kinda thinking it is one of those rubber stops for the hood

is the top rubber or metal?
