Issues with air bags on a just bought 2005 Honda CR-V

My father bought a 2005 Honda CR-V from a person he knows and trusts. The previous owner bought the vehicle in California from a dealership. The vehicle has been in a front-end accident around 2012. The SRS lights come and go sometimes. I know that the previous owner could demand the dealership to fix the air bags for free, but he ended up not having enough time/resources to fix the issue. Now the vehicle is under Oregon title.

Additionally, there have been multiple recalls due to air bags. For example, this is an NHTSA description:

In the event of a crash necessitating deployment of the driver's frontal air bag, the inflator could rupture with metal fragments striking the driver or other occupants resulting in serious injury or death.

1. Could we ask a random Honda/Acura dealership to fix the SRS system (and will they do it for free)?

2. In case we sell the vehicle, are we, as individuals, responsible to fix the air bags?

3. The title is BRANDED-WA. What does that mean exactly? How it differs from a Salvaged title? This is an Oregon vehicle certificate of title.

Well unfortunately it's a salvage type title so now everyone knows it's been wrecked and once wrecked all warranty is invalid. The dealers are not responsible for anything once the car's been wrecked that badly

The good sir means "bad luck"? We got the car for really cheap and it has a great engine and transmission with 130k miles driven. We could spend a grand to fix the SRS intermittent error codes if it costs around a grand.
