Maybe my last question was not written clear. What price of a used car is fair when knowing the Blue Book value? Or if someone prices a vehicle to sell, say 2000 above Blue Book value, is this fair? Or maybe this is the bargaining point? Thanks

Value of any car is what someone will pay for it. Forget "bluebook", at best those are national averages and have no validity in local areas. Plus, dealers report bogus sales prices anyway. Look around, get your best deal, get on with life. And before you buy any car, get it checked out ! Don't be an "easy mark".
You should check similar cars locally and see how much they sell for. For used cars, there is always a margin for lowering the price.
The best price for a user far is as long as you can get it. But it how reliable that car is the other key to the puzzle.
No point getting a cheap car and it breaks.
