Can an oil leak cause poor fuel economy

2000 Honda Civic LX 99k 

Can gas mileage worsen because of an oil leak? Sometimes my fuel gauge will get lower because I'm accelerating into the highway and then it'll go back up after driving with constant speed. My tires are pretty new and inflated to proper PSI or -1 cold. Is it possible that I need to replace fuel gauge and tank due to old age?

Also, getting rear main seal replacement $500 with a year warranty, so I hope this helps with both gas mileage and oil fumes when it hits the exhaust.

An oil leak has zero to do with either gas mileage or your fuel gauge.

If the gas tank has insufficient baffling the gas will slosh around when you accelerate, causing the fuel gauge to drop, and it will return to normal when you're cruising at constant speed. Fuel gauges typically have damping to minimize this effect and keep the gauge needle from jumping around. It's quite possible that after 22 years the damping doesn't work any more.
