can I use a 2005 Dodge Neon SRT 2.4 turbo PCM on a 2003 Dodge Neon SRT 2.4 Turbo with out any problems.

No. You'll need to have it flashed and reprogrammed as well as the SKIM module for the car. If you are having communication errors, I would check the pins on the SKIM module first to make sure you have good connections.
On the Skittle (SRT4) Neons, you have to have the same programming on the PCM, key, and SKIM unit. If any one of those is out of sync, the car will not run due to the factory security system. If you have an aftermarket alarm, start by deleting it and hope it wasn't tied in to the SKIM wiring.
