I am planning to buy 2023 VW Jetta Manual transmission car, please let me know will be a good idea or should I need to go for Old Subaru crosstrek manual.
And also please suggest if you know of any other choice of low budget new manual cars

If you plan to keep the vehicle beyond the warranty period, then no it’s not a good choice. You can do better. I would take a look at the Honda Civic offered in manual.

Volkswagens are rolling piles of junk
Scotty has stated many times both on this site and in his videos that Volkswagens are poorly made and fall apart as they age. How long do you intend to keep it?
There are few vehicles made with manual transmission any more. A Crosstrek might be an alternative though the AWD system brings additional complexity and maintenance concerns to the table. Maybe a Mazda Miata if a two-seater will do.

Get a manual Honda Civic; the Civic hatchback has manual option on couple of trims. Best one would be sport trim since it has the naturally aspired engine.
I tend to look at VW's as "Budget BMW's" Meaning they are fun-driving, zippy cars that are best owned while still under warranty and can be a bit pricey when it comes to routine maintenance. Like any European car, they also have the potential to become money pits as they age/rack up the miles.
(Some sites argue that VW are cheap to maintain and easy to work on, but I'm wary of such claims, given VW's history.)
I'd say that if you're wanting to have a fun daily driver, and are thinking of buying another car in 5 or 6 years, the Jetta might be a good choice. Otherwise, I'd probably go with the Crosstrek. JMHO.
They're junk from the moment they leave the factory. Even if it's covered by warranty, who wants to have their car constantly at the dealership
