Odd no start condition

My mom has a 2007 Honda CR-V 

Battery tested good by Honda and I also have a battery tester. 

Sometimes the car will crank very slow like a low battery. 
However, moving the steering wheel around while cranking will allow it enough power to start. The wheel isn't locked. We just rotate it half turn back and forth. 
What throws me off is when it doesn't start it still cranks slowly. 

 

It's also intermittent. Maybe every other start. 

Does this sound like a bad ignition switch? 
If so, is that diy or need to be programmed? 

Seems like not a difficult job if that's likely it. 

Anyone have a better idea or come across this before?

No. Then it wouldn't start at all.

 

Check all the battery and starter connections. Make sure they are clean and tight. The grounds too.

Next time is struggles to start, give the starter a whack with a hammer and see if the helps. If yes then the starter is shot.

Honda said weak battery. It was warrantied so cheaper than I could do buying a new one and putting in myself. 
Still cranks kind of slow. They couldn't get it to act up of course but wrote "suspect IGN switch". 
So if it continues I guess that's where I'll look next.
