it's not that easy, when you want to buy something - you can't.
Let's say you live in 80s USSR... Want a Zhiguli? Moskvitch? Zaporozhets? you can't, at least 10 years wait. (oh and did I mention those are all 30's Opel or 50's Fiat super cheap crapboxes built crudely by people who just don't give a crap, what are you gonna do? buy a different brand?)
Want something better, maybe the size of a corolla and not the size of a Smart?
something like a Pobeda? or a Volga? good for you, you need a special permit from the state that you deserve it - and unless you are a close to power, you don't. and of-course, there's a wait list.

Ask any Russian who lived in the USSR what are sausage trains - people would get on a train, 12-hour each way, to buy sausages cause those are only available in the capital and not in other million people cities. Same with bread, my who was born in the USSR, to a family considered wealthy, still remembers lines to buy bread - there was never enough for the whole line.
Yeah, it's worse than you'd think or like people'd want to remember.
