Why is my Outback losing oil and coolant

2017 Subaru Outback 4 cylinder 55,000 miles 

Oil changed 3,000 miles ago, level was perfect. Coolant level right at full also.

Have been noticing about 10% loss in fuel economy and power.

I checked my oil and it was much darker that usual after 3,000 miles, and it was 1/2 quart low.

Coolant was 1/2 quart low also.

Would these be common symptoms of a head gasket starting to leak?

Could be, though those engines are not prone to blowing head gaskets unless they've been overheated.

I would check for coolant leaks, oil leaks, and do a head gasket test. (Note you need different UV dyes to use in coolant and oil.)
