I have a really old car runs great 1986 BMW 735i.  Temperature never comes up to operating temperature driving around town.  Only get close to operating temperature if I’m working on the car and it’s idling for 5-10 minutes but the temp will go back down if I take it for a drive after.  Car has a slight lumpy idle when cold but turbine smooth at operating temperature.  Not sure if it’s the fan clutch, radiator or thermostat.

If you were having problems with your fan clutch or radiator, you would have an overheating problem. If the engine is not warming up, it is most likely a thermostat that is stuck open. The good news is that putting in a new thermostat is generally one of the cheapest and easiest things to fix on a car, so I'd definitely start there.
