Honda civic lx 1996 overheating then driving or parked radiator is full top hose gets hot bottom hose stays cold i can’t figure it out

No mileage?? If high check wear out parts, faulty thermostat ,fan switch, fan, water pump, radiator failing interior restricted. Lot of options. Also blown head gasket or worse.
fans are working and I replaced the thermostat and cleaned out the radiator how can i tell if it’s the water pump

Did you check the fans? Do they work?
yeah they are and i put a new thermostat in and cleaned out the radiator

Use another new thermostat.
Do you have heat in the cabin?
no heat in the cabin and I meant a water pump how can I tell if it’s bad
