Parasitic draw

Hello, I have a 2001 dodge stratus with the 2.7L V6 with 200,000 miles on it and am experiencing electrical issues. My battery keeps dying. The alternator and starter have been replaced so I decided to do a parasitic draw test. I was reading about 50mA with everything powered off and after a few moments the draw dropped to 9mA. I started pulling fuses and found the 20 amp stop lights circuit dropped this number too 2mA. After reinserting it the draw spiked to 300mA momentarily then fell to 50 shortly after and again resided at 9mA. No other fuses pulled under the hood resulted in any drop in draw. Does this information confirm I have some sort of fault in my brake light circuit?

I would first check the relay on that circuit.  If it's good, time to start looking for a bare wire to ground or intermittently grounding.
