My 2006 Vibe is running rough when the air temp is below 30 degrees. Base model, auto trans, well maintained and has 118,000 miles. The only code is p0420 inefficient catalytic converter. I checked for intake and vacuum leaks and cleaned the maf sensor. Could the cat or downstream o2 sensor be causing the car to studder and stall in freezing temps?

Start with simple stuff. Have you load tested the battery and alternator?

Unlikely.
One more question: you got 118k miles on the car, if the mileage is correct, your cat should not have low efficiency. Do you have access to live data?
