I have an 88 jeep Cherokee 4x4 and it seems to over heat quit fast and also the power steering fluid seems to never take affect just leaks right out when I’m moving it around the parking lot.

Find the leak! On a 1988, it would not be a surprise to discover a leaky power steering hose.

As for overheating, well, that could a number of things: Old coolant, old radiator (plugged), front cooling fans not turning on, or turning too slowly (that would show up most vividly at idle), a bad thermostat, etc. Like the power steering leak, you'll have to observe and track down the likely suspects.

It's a 1988. PS, not many parts to troubleshoot. PS box, high & low pressure hoses, and PS pump. Overheating @geriscan pretty much covered it.
