[Solved] Power steering issue

I own a 2005 Toyota Camry when it gets very cold outside the power steering when I first start.   Wines and really tough to turn wheel seems to get better after the first five or six minutes of warming up what can I do to get rid of this problem
Never did it in the past but since last winter at the end of winter it’s been doing it pretty much every time it gets cold

If the fluid is full it sounds to me like the pump is getting weak. This is usually caused by an on-going leak that is slowly damaging the pump. I would check the fluid level and post back here - keep in mind that in very cold climates a little bit of weeping is normal requiring the topping off of fluids regularly throughout the winter months.
