I have a 2016 VW Golf GTD 2.0 Diesel 6speed manual, and I notice a very annoying rattle from the steering wheel or the dash when my car is going through slightly bumpy / uneven roads. It sounds like there is something loose or rattling inside the steering wheel or inside the dash. When I called my local mechanic they said that it's not a mechanical issue so they can't help fix it, I would need to take it to someone who specialises in dash trims etc, but I don't know anyone who does. This issue is driving me nuts. Is this a known issue, and what can I do to fix it?

you could have loose steering column bolts
and that mechanic sounds very lazy or inexperienced.
