Recirculation Button no longer works

2017 Rav 4 Hybrid (36,600 miles): Used to block outside exhaust smells and other sickening odors - I live in Los Angeles.  Toyota dealer says everything checks out fine using their tools, and that they can hear the door closing.  But I remember smelling almost nothing in the past if I had the button pressed and its light was on.  So... do I pay for dismantling the dash to look closer at a potentially high cost - or can I clog the outside air vent?  (We gave up on our 2008 Vibe and had to clog its intake vent)  (I grew up with both parents smoking and still feel sensitive to any type of smoke)  THANK YOU!  ken simon

Have you already changed your cabin air filter (preferably with a charcoal activated filter)?

Also, tyy this:

Turn on the AC with recirculation button off, if you press the recirculation button, you should feel that AC has more power. If this is the case and the recirculation button is on, then you know it is working. 


Thanks - I remember previous cars sounding louder with recirculate button on - but forgot about 'testing' idea!
Going back to dealer tomorrow with idea of taking system a part to look at. Last visit included a filter check - it was in excellent shape and clean.
