"Reduced Engine Power" mode on 2009 Chevy Impala LTZ

Hello, thanks for reading this!

I have a 2009 Impala LTZ with 152,000 miles on it.  Ever since I've had the car, at seemingly random intervals, the check engine light will come on and the car will display the following messages on the driver information panel: "Service Stabilitrak" and then "Reduced Engine Power".  When I ran the OBDII codes, it always comes up with P2138 (throttle/accelerator pedal correlation not in sync).  I've replaced the throttle body and the accelerator pedal, which didn't seem to change anything.  Sometimes I can go for months without it happening, sometimes it happens everytime I turn the car on.  Recently, I have noticed a bit of a pattern emerging, if it is 35 degrees outside or lower, it seems to happen almost right away.  If it is warmer than that, it sometimes won't happen for a couple days.

I'm really stumped about this one.

Another GM brilliant design. It seems that the electronics are acting up. It is hard to tell but you may have some sort of sensor issues. Check it with a good mechanic for diagnosis.
