I have a 2019 Toyota Camry, when is it a good time to replace brake pads? Do I need to replace the rotors also?

There is no "time" or schedule because braking isn't consistent. The best thing to do is just inspect them. If you have wide open wheel spokes, sometimes you don't even even need to take the wheel off and you can peek in with a flashlight.
When the pad lining material gets too thin. Around 1/8" . You don't want to get below that , because pads don't always wear evenly, and they can also start to crumble. A lot of pads these days come with "squealers". Prongs of metal that touch the rotor and vibrate making a high pitch sound when the pads get too thin.
Do I need to replace the rotors also?
As long as there's enough meat on them, and they haven't warped, then no.
Technically, each rotor comes with a minimum thickness spec, which you can measure with a caliper.
I doubt your 4yo car will need them.
