rough idle when I’m at a stop. Been putting car in neutral at stoplight to avoid shuddering. Noticed rough idle is worse if A/C or heater is on. What could be the problem?
I had a similar problem, Scotty has a couple videos on how to fix a car with a rough idle that I found to be really helpful. Turns out I needed to clean my throttle body and MAF sensor. Walmart sells a 2 for 1 package that includes both throttle body and MAF sensor cleaner for about $8. Might be worth a shot.

Idle Air Control Valve should kick up the idle when the A/C is on.
It isn't doing that. Might be the problem
