Even for $5k cash it's still too much for that car. And as Chuck said above a car from an auction and being sold at a dealership you definitely want to stay away from. Look at places like Craigslist, Facebook Market place, etc, for cars being sold by private party sellers. Make sure to have a trusted mechanic check the car and also check for the title to be "clean".
Strike 1: Stay away from dealers.
Strike 2: Stay away from auction cars.
Strike 3: Even in this market, $7000 for a 15-year-old Honda with over 200K miles is ridiculous.

Private sellers. You still have to be on your guard but at least there you have a fighting chance. Dealers, particularly bottom-feeding used car dealers selling old high mileage cars sourced at auction, will routinely skin you alive. It's how they operate.
Be sure to have any car you are considering checked out by a good mechanic. If the seller won't let you do that then walk.

You could probably get it yourself from the auction for less! A car like that is only worth about $1000 to $1800, unfortunately in today's crazy market anything is possible, but I wouldn't go higher than $3000.
