skipping noise while driving car

My car is making a kind of a skipping sound while driving. At first you don't hear the noise but at a slow speed you can. I thought maybe it could be the brakes but you do not hear this when you apply the brakes. This only happens when the car is moving. What could be making this noise.   car is a 2016 Honda accord sport

If it sounds like something rubbing and seems to change with speed, do a quick check for a loose wheel well liner that might be rubbing against a tire, or a bottom liner that is dragging on the ground. Also something like an adhesive sticker that got stuck on the tire will make a surprisingly loud sound everytime that part of the tire makes contact with the road.
