Scotty, are their any car manufactures or models of cars that don't use soft piston rings that allow excessive oil blow by. My daughter drives a 2017 Kia Sportage, it burns about a quart of oil every thousand miles. Ask Kia about the excessive oil burn off and they said it was within company specifications. How is that possible?

Because its a lousy company that makes junky cars, and they know that.
I'm not sure what you exactly mean by soft piston rings, but Kias across the board seem to make crappy engines, and they just end up burning oil way earlier than they should. At this point you might want to consider getting rid of it, or just keep making sure the oil is full & doing oil changes every 5k.
How is that possible?
To make a long story short, they build lousy vehicles.
